Boston is on the financial brink, with Governor Maura Healey preparing to announce a series of emergency budget cuts totaling $375 million after months of fiscal setbacks. According to Boston 25 News, the state has seen revenue fall short of projections for the sixth consecutive month, with a significant shortfall of $769 million as of December 2023.
Early in the week, the Governor is expected to disclose specifics on the proposed cuts, thanks to her constitutional authority to balance the budget in the face of revenue discrepancies. Local earmarks and community programs appear destined to bear the brunt, facing up to 50% reductions. An official statement to Boston 25 News from Matthew Gorzkowicz, Administration and Finance Secretary, revealed "Governor Healey has directed me to evaluate any, and all necessary steps to ensure that the FY24 budget can be balanced at the end of the fiscal year."
The budgetary groundwork that Healey began laying with the $56 billion spending plan is now undergoing recalibration. The Boston Herald reports a scramble to plug the fiscal gap wrought by underwhelming tax collections. This move to slash midyear spending, known formally as 9C cuts, hasn't been seen since 2016, when Governor Charlie Baker called to pare down $98 million from the budget.
Stakeholders anticipated to receive fiscal 2024 funds are now caught in a state of funding limbo, the Governor’s office indicates plans to reveal detailed adjustments following the disappointing revenue report from December. While the Healey budget team has not offered immediate comments, stringent measures are in the pipeline to ensure the state doesn't sink further into financial distress, and communities brace themselves for tough times ahead.
