This includes overseeing initiatives like the Healey-Driscoll Administration’s Corporate Climate Challenge and ensuring that the state fulfills its commitments under the key EPA Climate Pollution Reduction Grant deliverables.

Massachusetts Governor Healey has put climate policy at the heart of her administration. She notes her excitement to have Black join the team, stating, "He has a proven track record of advocating for climate resiliency and we’re confident that his skills will make the team even stronger, strengthen our partnerships, and continue to ensure Massachusetts is at the forefront of addressing the climate crisis."

Black's resume includes over 15 years in various sectors including government, non-profits, and strategic consulting, equipping him with a comprehensive set of skills to navigate the complex landscape of climate policy. Notably, he formerly served as the Managing Director of the Boston Waterfront Initiative for the Trustees of Reservations, where he successfully led initiatives for the creation of public open spaces along Boston’s shoreline.

The Office of Climate Innovation and Resilience is a central hub for Massachusetts' climate strategy, tasked with integrating climate innovation, mitigation, adaptation, and resilience policies through the resources and authority of the executive department. Chief Hoffer reports directly to the Governor as the principal policy advisor on climate matters, spearheading the development and implementation of the state's climate policy across various governmental agencies and departments.
