
Boston just hit a new gear on its West-East Rail project, with Governor Maura T. Healey, Lieutenant Governor Kimberley Driscoll, and Transportation Secretary Monica Tibbits-Nutt announcing Andy Koziol as the new conductor—figuratively speaking. Koziol will steer the West-East Rail as the freshly appointed Director, overseeing the expansion of passenger rail service from Boston through the heart of Massachusetts and on to Pittsfield.
The Healey-Driscoll administration has been working to quickly get the project on the fast track, securing crucial funding in the Governor's first budget for staff underpinning the initiative. Koziol is tasked to seamlessly coordinate various ongoing and prospective rail projects within the Rail & Transit Division and spearhead the application of federal grants, including the CRISI awards.
In the words of Governor Healey, "We have never been closer to making West-East Rail a reality, and I am pleased to see Andy take on this important role to continue building on our progress." This sentiment echoes through the state government with Lieutenant Governor Driscoll highlighting the rail's potential to "significantly increase connectivity between our communities" and thanking the Legislature for green-lighting the funding.
Koziol is no stranger to the tracks, having previously served at the Rhode Island Department of Transportation for over a decade before joining MassDOT's Rail & Transit Division as Director of Rail & Transit in June 2023. He is seen to be the right ticket for pushing the West-East Rail forward, bringing 15 years of experience in transportation planning focused on safe, equitable multimodal transportation solutions.
"Andy's competence, experience and passion for transportation are exactly what we need in this crucial moment for our state's infrastructure," Tibbits-Nutt said in a statement obtained by Mass.gov. Meanwhile, supporters like Ben Heckscher of Trains in the Valley hail the move as a "significant milestone" and the Pioneer Valley Planning Commission's Executive Director Kimberly H. Robinson appreciates the efforts to enhance local economies and communities through transit development.
With federal funding support including a recent $108 million grant facilitating progress, the Boston & Albany Corridor lies closer to its goal within the Corridor ID Program, eventually linking Boston with Albany, NY. Born and raised in Massachusetts, Koziol, a UMass Amherst and Rutgers alumnus, aims to deliver "the connectivity they deserve" for the people of his home state.
