
The protracted manhunt spawned by a fatal shooting in Portland over three years ago concluded this week with the arrests and indictments of four men linked to the December 2020 murder of Dhulfiqar Kareem Mseer. After responding to distressing reports of gunfire, North Precinct officers discovered Mseer on the ground with life-threatening gunshot wounds, a scene that would unravel a complex investigation.
These developments are the culmination of persistent efforts by the Portland Police Homicide Unit, alongside the FBI and the Multnomah County Sheriff’s Office. As detailed by Portland authorities, Anthony Devion Bagsby, 32, Taezhon Tyreik Kelly, 23, Delane William Roy, 25, and Cocoa Dalonta Taplin, 28, now face murder-related charges. In Texas, clad in cuffs, Kelly was arrested on March 19, as mentioned by the Portland Police Bureau.
Hot on the heels of Kelly’s apprehension, March 20 saw reinforced efforts from PPB’s Homicide Unit, the FBI, and MCSO as they proceeded to capture Bagsby and Taplin in Portland. Simultaneously, Roy found law enforcement sweeping him into custody in Louisiana. The quartet, accused of extinguishing the life of Mseer, have since faced the stark interiors of federal courts in their respective state of arrest.
The cooperation between agencies was instrumental in tracking down the suspects across different states, an exhaustive process that spanned years and relied heavily on meticulous investigative techniques. All four suspects made their initial court appearances in the federal districts where law enforcement personnel finally caught up to their trail, their alleged crimes catching up to them at last.
