It's payday for pot businesses in Illinois as the state announces Round II of its Cannabis Social Equity Loan Program, aimed at leveling the playing field in the marijuana market. Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) have opened up applications for another slice of a financial pie totaling $12 million in forgivable loans. This time, licensed social equity dispensaries can snag up to $240,000 each to get their weed businesses blooming.

In a move to roll back the harms of the war on drugs, Pritzker's administration is doling out the cash to ensure the burgeoning cannabis industry is as diverse as Illinois itself. "In Illinois, equity is front and center in our work to expand the legal cannabis industry," Pritzker stated, according to a release on the state's website. Lt. Governor Juliana Stratton echoed the sentiment, saying, "There is no justice without equity," cementing the state's commitment to those affected by decades of skewed drug policies.

Applications are open to dispensaries licensed before the July 2023 lottery, with eligibility hinging on social equity status, financial needs, and how close they are to getting the green light to operate. The DCEO, collaborating with the advisory firm Baker Tilly, expects to pass out up to 50 of these golden tickets to the tune of approximately a quarter-million dollars each. 

Reckoning with past ills, the program is also a response to missteps in the initial funding model which relied too heavily on lending institutions and was, quite frankly, a paperwork nightmare. "The state remains committed to promoting an equitable cannabis industry by supporting social equity licensees," Kristin Richards, Director of the DCEO, emphasized. Illinois wants to make sure that when it comes to cannabis, everyone has a fair shot to roll up and cash in.

This isn't just token support, either. The state's already pumped some $22 million into the hands of infusers, transporters, and craft growers. Now, it's the dispensaries' turn. And Illinois lawmakers are lighting up at the news. "The old wall of unmet promises of opportunity and support for the black business community in Illinois, and particularly those in the cannabis space is continually being torn down by this administration," House Assistant Majority Leader Marcus C. Evans, Jr celebrated. Rep. La Shawn Ford chimed in on the need for such government support, particularly for marginalized entrepreneurs looking to bud in the cannabis scene.
