
Gov. J.B. Pritzker has tapped a new chief to navigate the complex realm of health insurance for Illinoisans. Morgan Winters, a seasoned health industry professional, will steer the ship at the State-Based Marketplace within the Illinois Department of Insurance. Bringing a wealth of experience from over the state line, Winters' most recent gig was as the Deputy Director and Chief Operating Officer for MNsure, Minnesota's health insurance marketplace.
In a move that solidifies Illinois’ commitment to refining its healthcare system, Winters is set to take the reins, boasting a track record of leadership roles, including stints as Senior Director of Business Operations, Director of Policy & Plan Management, and Manager of Operations & Contact Center at MNsure. His efforts there didn't go unnoticed; he snagged the State of Minnesota's IT Project of the Year award in 2022 for his adept execution of the American Rescue Plan Act.
According to an announcement from the Governor’s office, Winters is not just a technocrat but also an academic, with both a Bachelor of Arts and Master of Public Policy under his belt. His focus was on the nuts and bolts of social programs and healthcare policy reform, sharpened at the University of Minnesota.
This decision could signify a step forward in Illinois' quest for a more streamlined and user-friendly insurance marketplace.
