The list of charges against Gabriel and Forest Hills Dental includes one count of Medicaid False Claims, one count of Larceny Over $1,200, and one count of Unlicensed Practice of Dentistry for Gabriel, as well as additional counts of Medicaid False Claims and Larceny Over $1,200 for the practice itself. The AG's Office says that these illegal actions didn't just cost the state money but inflicted actual harm on unsuspecting patients served by the dental practice. Assistant Attorneys General Sean Hildenbrandt and Heidi Gosule are leading the case, supported by a team from the AGO's Medicaid Fraud Division, with assistance from AGO’s Fair Labor Division and other federal and state entities.

With roughly 75 percent of its funding coming from the U.S. Department of Health and Human Services, the Massachusetts Medicaid Fraud Division is heavily invested in uncovering and prosecuting fraud.
