In a unanimous move, the Portland City Council has adopted a resolution aimed at tightening its grip on the economic impacts of legislation. According to a statement released by the office of Commissioner Carmen Rubio, the resolution requires that City bureaus now include an assessment of potential economic and housing development ramifications when presenting resolutions or ordinances to the Council.
As of September, decision-makers are poised to benefit from a more comprehensive insight into a legislation's future economic consequences before delivering their votes. Born out of the Advance Portland initiative, this new dimension of scrutiny represents the Council's strategy for grappling with the affordability crisis strangling the city. "Portland is becoming unaffordable for too many of our residents," Commissioner Rubio emphasized, citing the necessity for "greater transparency around the potential impacts of new policies on our local economy," particularly in the housing sector.
The resolution extends beyond internal Council affairs to also reshape transparency for upcoming ballot measures. Should the Council refer a ballot measure, an independent consultant will now be required to dissect the proposal's financial implications — including the costs tied to revenue generation, administrative logistics, and voter education. The bureau spearheading program management will cover the cost of such neutral analysis. Moreover, external ballot measures, upon certification, will open an opportunity for Chief Petitioners to seek a similar financial estimation partnership with the city, benefiting from a matching fund arrangement to defray expenses.
"Before today, we haven’t had a consistent policy in place to do the financial analysis related to ballot measures," stated Rubio. With the beginnings of this resolution, Portland voters can look forward to wielding a fuller understanding of the fiscal impact of their decisions come the next Election Day. Matching the costs of independent analyses, the City hopes to buttress the scales of voter deliberation with more balanced, accessible information.
