In a significant step towards reshaping the Boston urban landscape, Mayor Michelle Wu has inaugurated the City of Boston's first Planning Department in seven decades, refocusing the city government's efforts on urban planning. According to a City of Boston press release, the establishment of this Planning Department is part of Mayor Wu's broader aspiration to overhaul the city's approach to development, emphasizing sustainability, housing access, and equitable growth.

A majority of the former Boston Planning & Development Agency (BPDA) staff have transitioned to the new department, committed to transforming the city's planning systems and procedures. This effort includes unprecedented zoning reforms such as the “Squares + Streets” project aimed at increasing housing near transit options. Mayor Wu emphasized that this initiative also involves modernizing development review processes and establishing design protocols that will shape Boston's architectural future. She stated, "Our goal to make Boston a green and growing city depends on planning together for our brightest future," highlighting that this endeavor is about creating a collective vision for Bostonians spanning generations, according to the City of Boston press release.

Chief of Planning Arthur Jemison heralded the establishment of the Planning Department as a conscious effort by the staff, whose attention to detail ensured a smooth transition for employees as they adapted to their new roles within the municipal structure. In a statement obtained by the city's news outlet, Jemison conveyed his enthusiasm about the department's role in sculpting an egalitarian future for the city, stating, "I am excited to launch this new Department, which will shape the future of our great City, and ensure it is planned equitably, for years to come."

Tasked with a broad spectrum of responsibilities, the Planning Department will engage in short and long-term strategizing for the city's structural environment. It aims to streamline zoning laws for consistency, drive inclusive design excellence, support community-responsive developments, and manage public real estate efficiently. The goal is to reinforce resilience, affordability, and more equitable distribution of resources throughout the city. Integrating planning and zoning, development review, urban design, real estate, and associated support staff, this new Department aims to foster a trust-based relationship with the community through transparent processes that encourage sustainable expansion.

The new office structure will be subject to the city's budget scrutiny, similar to other city agencies, and will remain affiliated with the BPDA Board, which continues to serve as the City’s Planning Board. Staff will contribute to various aspects, including planning, zoning initiatives, and real estate transactions. They will also provide advice to the Boston Civic Design Commission, Zoning Commission, and the Zoning Board of Appeal.
