
Portland shifts strategy to tackle homelessness crisis, Commissioner Carmen Rubio has formally expressed her support for a revised Intergovernmental Agreement (IGA) between the city and Multnomah County. This new agreement promises to redefine their partnership and enhance the response to homelessness, as detailed in a statement released by Commissioner Rubio's office.
Last year, Rubio backed an extension of the prior IGA, which she claims enabled the authorities to define the next iteration of their joint efforts and work towards a more collaborative approach. Calling upon combined resources and expertise, officials aim to "It is my belief that it is only together, combining our resources and growing expertise, that we can build the better systems and results that Portlanders are counting on," as Rubio outlined, reported by Commissioner Rubio's office. The commission has recognized the need for more data-driven decision-making in order to bolster accountability and clarify roles in the ongoing battle against homelessness.
Rubio underlined the shift towards innovative solutions. Asserting the triumph of partnering with organizations valuing the dignity of those they serve, she pointed to tangible benefits already surfacing from these collaborative efforts. Indeed, she highlighted having instigated a dialogue with service providers early in the conception of the city's Homelessness Response Action Plan, with the goal of ensuring alignment in strategies, particularly those within Goal 6 pertaining to Housing.
Rubio also directed her team to closely work on the Action Plan and took part in the shelter expansion workgroup to define how we will grow the number of needed shelters, and targeted populations served. The City is now seemingly beginning to reap the fruits of its labor, with the commissioner marking today as a pivotal point in our relationship and work together. Through this new agreement, Portland is stepping towards a redefined partnership with the County, inherently promising a more accountable and transparent way forward in their collective quest to resolve the homelessness crisis.
