During the June 22nd encounter, Helnarski approached the vehicle's operator, identified as JAMAL RODRIGUEZ FRANCIS, who was unable to provide any valid documentation for the vehicle or a driver’s license. Reports indicate an open container of alcohol was conspicuously present in the Jeep. The operator showed signs of impairment, prompting Trooper to quickly perform a series of field sobriety tests and a Preliminary Breath Test (PBT), the results of which reinforced the decision to place RODRIGUEZ FRANCIS under arrest.

In preparation for the Jeep's tow, an inventory search led to the discovery of an unsecured and loaded Glock 23 handgun with a 13-round magazine tucked between the driver’s seat and center console. It was determined that RODRIGUEZ FRANCIS did not have a license to carry a firearm, adding to the gravity of the situation.

RODRIGUEZ FRANCIS was then transported to the SP-Springfield Barracks for booking procedures, which included fingerprinting and photographing. He faced a plethora of charges in Springfield District Court. The roster of charges included OUI Liquor (Third Offence), firearm possession without a license, possession of a large capacity feeding device, and several vehicle-related violations such as operating an unregistered and uninsured motor vehicle and having an open container of alcohol in the vehicle.
