The declaration was made on Monday, drawing urgent attention to Ballard's disappearance and his need for prompt assistance due to a medical condition.

Ballard, described as being 5 feet 9 inches tall and weighing 175 pounds with brown eyes and a bald head, was last seen donning blue plaid pajamas in the vicinity of County Road 804 in Etowah, as reported by WSMV. Concerns are heightened due to his condition, which is said to potentially impair his ability to return home without external support.
It has been noted that Ballard might be traveling in a gray 2020 Jeep Renegade, registered under Tennessee tag 4IL 374, according to WBIR. Ballard's whereabouts since his reported missing on Sunday, July 7, remain undetermined.
