According to the Clackamas County website, Clerk McMullen expressed her pride: "I am proud of my staff and impressed with their dedication to continued professional education and serving Clackamas County residents with the most up-to-date practices and tools”. The award, founded on years of on-the-job experience and technical training, showcases the team's devotion to excellence in their field.

The OACC Certification Program, established in 1991, is a testament to the elevated professionalism it instills in county clerks and their staff across the state. Through ongoing education and active involvement in the professional community, the certification process paves the way for excellence in administering vital public services. Participation in training opportunities and years of hands-on experience in county clerking culminate in these annual awards.

This year, six out of the thirteen state certifications were bestowed upon individuals from Clackamas County. Among the honorees, Catherine McMullen was recognized with the Certified County Clerk (CCC) designation. Mea Anders, Tiffany Clark, and Justin Larsen joined her in achieving the Certified Elections Administrator (CEA) accolade. Michael Newgard and Tiffany Staten each received dual certifications as Certified Elections Administrator (CEA) and Certified Recording Administrator (CRA), demonstrating their multifaceted expertise in this realm. At the same time, McMullen earned her Certified County Clerk (CCC) certification.
