Minnesota's Department of Human Services (DHS) has released the final version of the Community First Services and Supports (CFSS) Policy Manual, a crucial document for individuals with disabilities and elderly citizens who depend on personal care assistance and consumer support grants. The policy manual, eagerly awaited by PCA provider agencies, financial management service providers, and other stakeholders, incorporates recent legislative updates and refines previous guidelines in light of public comments.
The DHS announcement, detailed on their website, outlines the availability of the CFSS Policy Manual. The final manual aims to provide clarity and more effective guidance. In another significant update, the 2024 Minnesota Legislature has approved adjustments to rate floors for Elderly Waiver (EW) customized living services, targeting facilities with a disproportionately large share of low-income residents. These facilities can apply for rate adjustments between September 1 and September 30.
In addition to these comprehensive messages, DHS has actively sought public engagement by requesting comments on plan amendments for the Elderly Waiver and disability waiver.
