Amid concerns over the scarcity of affordable housing in rapidly growing cities, Rep. Ruben Gallego is stepping up efforts to secure more Housing Choice Vouchers for Arizona's communities, particularly those experiencing rapid population increases and whose public housing authorities are severely under-resourced. According to a recent press release, Gallego, representing Arizona's 3rd Congressional District, penned a letter to Acting Secretary of the Department of Housing and Urban Development (HUD), Adrienne Todman, highlighting the voucher shortages in places like Phoenix and urging a more equitable distribution of funds to help mitigate the plight of eligible but unserved households.
Phoenix, now listed as the fifth-largest city in the U.S., only received authorization to administer 7,487 vouchers last fiscal year, which barely covers a quarter of the eligible households in the region, despite the city's size and needs; this misalignment Gallegos attributes to an outdated allocation system that favors older cities over newer, rapidly expanding ones, as reported by Gallego's Press Release. Gallego is pushing for a budget that recognizes and addresses the surging demand, referencing the $2.1 billion increase in this fiscal year's budget for the Housing Choice Voucher program and emphasizing the urgency of redirecting those resources to address the pronounced disparities.
This proactive stance is one Gallego has maintained, having previously urged HUD to reallocate unused vouchers to cities starving for affordable housing solutions. Gallego goes further, introducing legislation in the form of the Housing Vouchers Fairness Act, which aims to revamp the distribution process to favor states like Arizona that are currently at a disadvantage. According to the City of Phoenix Housing Department Director Titus Mathew, these vouchers are crucial and "one of the most effective tools" for combating the housing affordability challenges the city faces, as cited by Gallego's report on Ensuring Affordable Housing & Access to Homeownership, as per Gallego's Press Release.
