
The City of San Luis recently completed their rigorous search for a new Finance Director, and the baton has been firmly passed to Roula J. de Encinas, according to a news release. Encinas, who has been warming the seat as the Acting Director since October of the previous year, is no stranger to the city's budgetary heartbeat, having dedicated 18 years of service in various financial roles within the city's infrastructure.
Her journey with the City started as an Accountant II and gradually ascended through the ranks, including positions like Finance Operations Manager and Acting Assistant Director of Finance, with her career trajectory demonstrating a steady climb replete with fiscal challenges and triumphs. According to the city's announcement, Encinas' new scope of responsibilities will encompass the thoroughgoing management and strategic planning required to streamline and evolve the city’s financial operations.
San Luis’ Acting City Manager Jenny Torres lauded Encinas' track record, highlighting that "Ms. Encinas is poised to take the lead and build upon a wealth of experience offering superior and unparallel customer service, creating a culture of collaboration while promoting transparency, efficiency, and accountability of city fiscal resources." She stressed a commitment to "maintain fiscal transparency, uphold accountability, and boost operational efficiency" which are critical in the trajectory toward the sustaining the City of San Luis' growth and stability, as stated on the same announcement by the City of San Luis.
As she steps into this pivotal role, the city watches on, with citizens and officials alike, holding an expectation that her mastery over numbers and policy will indeed transcribe into a brighter economic narrative for San Luis, a sentiment concurrently woven through Torres' aspirations for Encinas to "continue to plan, develop, and manage a smart, fiscally conservative budget while enhancing the city's financial policies and procedures," as she put it succinctly, as per the City of San Luis
