A Placer County man has entered a guilty plea to a charge of child exploitation, according to a recent announcement by U.S. Attorney Phillip A. Talbert. Paul Hughes, 41, from Colfax, admitted in federal court that he engaged in the sexual exploitation of a minor.

Evidence brought forward in court documents indicated that, between September 2018 and June 2019, Hughes used a cellphone to covertly record minors in sexually explicit situations. The illegal activity didn't stop at video recordings, over 3,000 images and videos of child sexual abuse material were found on Hughes's external hard drive and Google account. In announcing the guilty plea, Talbert emphasized the breadth and severity of the discovered materials, despite the lack of Hughes's direct physical contact with the children depicted.

The Federal Bureau of Investigation led the inquiry into Hughes's conduct, culminating in his recent courtroom admission. The case is slated for sentencing on January 30, 2025. Hughes could face a mandatory minimum sentence of 15 years in prison or, up to a maximum of 30 years, depending upon the court’s final judgement and consideration of the Federal Sentencing Guidelines and additional statutory factors.

Hughes's case falls under the umbrella of Project Safe Childhood, an initiative spearheaded by the Department of Justice since May 2006, specifically targeting the combat against the increasing epidemic of child exploitation. The initiative coordinates federal, state, and local efforts to apprehend offenders and extends beyond prosecution to include the rescue of victims, and providing resources for internet safety education. The U.S. Attorney's Office for the Eastern District of California urged the public to visit the official website to learn more about the project and gain access to educational materials.
