
An Indiana man, identified as Timothy J. Carpenter, 36, has been sentenced to a prison term of 17 years and six months for crimes related to child sexual abuse material (CSAM), as reported by the U.S. Attorney’s Office for the Northern District of Indiana. Court records indicate that Carpenter's activities involving the possession and distribution of CSAM were first detected in July 2022 through his use of peer-to-peer software.
Indiana State Police, who subsequently investigated the case, were able to recover Carpenter's cellphone, which was found to contain hundreds of images and videos depicting the abuse of minors. It was during an interview with investigators that Carpenter admitted to using his phone to willfully access CSAM. Further scrutiny of the device by officials revealed that Carpenter had also gone to lengths to secretly create videos of a prepubescent child showering, purposefully capturing explicit content.
Carpenter's sentencing not only includes the jail term but also mandates registration as a sex offender and orders him to pay $76,000 in restitution to the victims. This case was cracked wide open due to the collaborative efforts of various agencies including the Lake County Sheriff’s Special Victims Unit, Porter County Prosecutor’s Office, and the Homeland Security Investigations (HSI) Chicago Division.
The prosecution efforts by Assistant U.S. Attorney Emily A. Morgan and Trial Attorney Eduardo A. Palomo of the Criminal Division’s Child Exploitation and Obscenity Section (CEOS) helped to swiftly bring the severity of Carpenter's actions into the light of judicial scrutiny. This case also forms part of the Project Safe Childhood initiative – a nationwide program launched to aggressively target, locate and prosecute those individuals committing acts of child exploitation and to provide aid to the recovery and identification of victims. Since May 2006, this project has been striving to form a bulwark against the deep and dark spread of child exploitation, amassing a legion of federal, state, and local resources specifically for this cause.
