Longwood resident Diane Goglass is now facing a $250 daily fine if she doesn't rectify a flooding situation she created by intentionally clogging a drainpipe with concrete. According to a report from ClickOrlando, the blockage has led to significant flooding issues in the Shadow Bay community, prompting concerns from neighbors and county officials.
The saga began in March when Goglass informed her neighbors of her intention to seal the drainpipe, asserting it was installed on her property without consent. As of April, evidence was presented at a code enforcement hearing showing a mixer truck pouring concrete into the pipe. Residents report driving and walking difficulties in the flooded streets, and there's now fear of potential property damage. "A lot of sleepless nights. Not very many of us are eating," HOA board member Robin Rodriguez stated, per ClickOrlando. Following her failure to unblock the pipe by a previous deadline, she will incur the stated fines if Goglass doesn't comply by October 1st.
Seminole County officials emphasized that Goglass's actions have affected the entire neighborhood, not just her parcel of land. Goglass has cited longstanding sinkhole issues on her property in her defense, claiming county offices have not provided aid despite her pleas. "From 2013 till today – not today but prior to this situation – I asked multiple people and I did a lot of research... and still no one in the county office would not help me," Goglass said in a statement detailed by WESH.
Seminole County has set up a sandbag distribution site within Shadow Bay for residents, while the homeowner's association has taken legal action against Goglass, filing a civil lawsuit in June.
