
Richard Dale Warren, 69, has been sentenced to a 20-year prison term following his guilty plea to four counts of first-degree sexual abuse. The sentencing hearing took place on September 10, 2024, in the Washington County Circuit Court, as reported by the Washington County District Attorney's Office. Judge Brandon Thompson also mandated Warren to serve ten years of post-prison supervision.
The case broke open in March of 2022 when a victim bravely reported being sexually assaulted by Warren multiple times over a one-year span. According to a statement obtained by the Washington County District Attorney's Office, Warren had threatened to not only rape but also kill her loved ones if she revealed his crimes. Despite these harrowing threats, the victim managed to tell a family member, triggering the investigation that would eventually bring Warren's misdeeds to light.
During the investigation, detectives discovered that Warren's predatory practices spanned multiple states and decades, beginning in the 1980s. He even contemplated murdering one of his previous victims to silence her, an intention he shared with a family member. The woman, now in her fifties, eventually confirmed her past abuse to the authorities. This chilling detail was among many that painted a stark portrait of Warren's long history of abuse and manipulation.
Warren's egregious behavior extended beyond the acts of sexual abuse themselves. He continually harassed one of his victims, sending her explicit photos and messages to remind her of the abuse. "Sexually abusing these girls wasn’t enough for him. He took pleasure in inflicting fear and pain both during the abuse and for years after," Deputy District Attorney Rayney Meisel told the Washington County District Attorney's Office. Warren's sense of invincibility was evident when he bragged about his belief that he would never be held accountable.
The legal proceedings brought to light the resilience and strength of at least one of Warren's victims. At the sentencing hearing, the mother of the child victim read a statement from her daughter, affirming her determination to not be defined by Warren's actions. According to the statement, despite the trauma she endured, the young survivor vowed to move forward with her life, complete her education, and pursue happiness.
While Warren is set to serve his sentence in the Oregon Department of Corrections, authorities encourage anyone with information on additional crimes he may have committed to contact law enforcement. This call to action underscores the harsh reality that there could be more survivors of Warren's abuses out there, waiting for justice.
