
A man has been charged with multiple criminal offenses including manslaughter following a two-vehicle collision in Southeast Portland that left another man dead. The incident occurred on the 16500 block of Southeast Foster Road in the early hours of Saturday morning, with Multnomah County Sheriff’s deputies responding to the scene after 3 a.m., as reported by KOIN.
Titas Shmigel, 29, from Damascus, has been identified as the other driver involved in the crash, deputies placed him under arrest and he currently resides in the Multnomah County Jail, facing several serious charges among which are Manslaughter in the second-degree Reckless Driving and Reckless Endangering Of Another Person, according to details from KATU news.
