According to Mesa Public Library's website, you will be eligible if you've been living in Maricopa County for at least 30 days.
For those who already have a library card, it should be up to date and not expired. And if yours is close to expiring or already expired, you can renew it online or by visiting the library. Also, remember to enter the raffle by filling out the online form to win a potential rewards.
Those who has a worn-out or lost library card, you can replace it for free as long as your account is clear of fines or fees. Plus, Mesa Public Library stopped charging overdue fines in 2020, making it easier for everyone to stay engaged.
