
In a bid to curb the economic impact of flooding, the City of Austin is encouraging property owners, tenants, and small businesses to seriously consider obtaining flood insurance. The reminder comes with the acknowledgment that floods can strike outside recognized high-risk zones, and insurance can play a crucial role in mitigating the financial strain brought on by such unpredictable natural events.
The initiative is in alignment with Austin's participation in the National Flood Insurance Program (NFIP), which extends the availability of federally-supported flood insurance to all residents within the city. A notable incentive currently on offer is a 25 percent discount on policy renewals, a slight uptick from the earlier 20 percent. As reported by the City of Austin, while the average annual policy cost stands at $670, those situated in areas deemed lower risk typically pay less, coverage that often turns out to be a wise investment considering the costly aftermath of flood damages.
Standard homeowners or renters’ insurance does not typically cover flood-related damages, making a distinct flood insurance policy a necessity for comprehensive protection. This coverage extends not only to the physical structure of properties but also to what lies within, offering policyholders peace of mind. Businesses, in particular, are advised to safeguard their assets, including inventory, against flood damage.
Without the safety net of flood insurance, individuals are on their own to foot the bill for repairs and replacements following flood incidents. Disaster recovery resources from the federal government might be sparse, available only in large-scale emergencies, and contingent upon meeting certain cost recovery thresholds. Jorge Morales, the director of Watershed Protection, underscored the importance of contemplating flood insurance. "I’ve talked to so many people over the years who have experienced flooding, and their stories are just devastating to hear," Morales said in a statement provided by the City of Austin. "If you’ve got room in your budget, I highly encourage everyone to at least think about flood insurance."
Flood insurance claims can be a heavy financial burden, with an average claim in Austin hovering around $21,000 as of 2021. Small businesses, in particular, are vulnerable to natural disasters, with FEMA statistics indicating that a quarter of such businesses may never reopen following a disaster. The recently increased discount on flood insurance in Austin stands as a testament to the city's commitment to proactive measures against flooding — from preserving floodplain areas as green space to imposing stringent stormwater management criteria.
Despite positive developments, some Austin residents will still see a rise in their flood insurance premiums due to the phase-out of subsidies enacted by FEMA's Risk Rating 2.0. Those with previously subsidized policies will face an 18% increase annually until the full unsubsidized rate is reached.
