Investigators obtained an arrest warrant for Williams on September 30. Just over two weeks later, he was moved from a detention center in Washington, D.C., to the Montgomery County Central Processing Unit, where he was formally charged. Despite the serious nature of the charges, Williams was released on a $5,000 unsecured personal bond, which some may consider surprisingly low.
