Massachusetts Governor Maura Healey has appointed Michael T. Caljouw as the new Commissioner of the Division of Insurance (DOI) for the Commonwealth. With over thirty years of experience in insurance policy and law, Caljouw takes on a role that requires him to balance the interests of both businesses and consumers, aiming to enhance affordability and access in a state recognized for its substantial insurance marketplace, according to an announcement by Mass.gov.
"Our administration is committed to ensuring a level playing field for businesses and consumers and making our state more affordable for all our residents," Governor Healey stated, highlighting the administration's goals for the sector. Lieutenant Governor Kim Driscoll also chimed in, indicating Caljouw's commitment to equity and integrity, "As DOI Commissioner, Michael Caljouw will ensure equity and integrity in insurance markets and that Massachusetts residents have the unbiased information they need to make decisions about their coverage," she said in a statement obtained by the official press release.
Caljouw's professional background features credentials that bridge both the public and private sectors. As Vice President at Blue Cross Blue Shield of Massachusetts, he was involved in government and regulatory affairs. His experience also includes serving as General Counsel for the DOI, chief legislative aide, and legal leader in various roles. Caljouw has played a significant role in shaping major policies, including laws focused on HMO insolvency and cost containment, which are critical to the state's economic and social well-being.
Undersecretary of the Office of Consumer Affairs and Business Regulation Layla R. D’Emilia voiced confidence in the DOI's new leadership, "Michael’s vast experience in the insurance industry, background on policy and law, and understanding of both the public and private sector are assets as he takes on the role of DOI Commissioner," she told Mass.gov, marking Caljouw’s rich history of sector-wide influence. The Division of Insurance, nestled under the umbrella of the Economic Development Secretariat, casts a long shadow — it's accountable for the solvency monitoring of its licensed carriers within an industry that’s valued at $70 billion.
Caljouw steps into a position with the aim to shepherd the agency towards an era marked by transparency and stability for the insurance market, as evident from his remarks, "I am excited to return to public service under the Healey-Driscoll Administration, with a mission of ensuring stable, affordable, and transparent insurance markets and safeguarding consumer interests in Massachusetts," he stated in the press release.
