A woman has been charged with animal cruelty in Kent County after deputies discovered 17 dogs living in squalid conditions inside her pickup truck. The Kent County Prosecutor's Office has charged Carolyn Newsome with a felony for failing to provide adequate care for ten or more animals, as reported by WOODTV.
