A Richmond man has been charged with multiple felonies, including rape, kidnapping, and sexual battery, according to the Contra Costa County District Attorney's Office. Eduardo Moreno, 30, is detained at the Martinez Detention Facility following his arrest by Richmond Police on Wednesday.
The incident occurred at a bus stop on San Pablo Avenue and Barrett Avenue around 5:50 am last Saturday. Moreno, in a state of undress, performing a lewd act, was confronted by an elderly female victim. Asking him to cease his behavior, he turned violent, and she was dragged into a nearby alley by Moreno, where he raped her and subsequently fled the scene.
Richmond police investigators, gathering evidence through their inquiry, played a key role in Moreno's apprehension. The official statement from District Attorney Diana Becton expressed gratitude for their swift action, "We are grateful the investigative work of Richmond Police led to the arrest of the suspect in a relatively swift manner." She added, "We will work diligently in seeking justice and accountability through the courts in the ongoing public safety work we do for our county’s residents."
Moreno's arraignment is slated for Monday at 1:30 pm in Martinez. The charges facing him include Forcible rape with an enhancement, Kidnapping to commit another crime, and Sexual battery by restraint. The specifics of the charges, as detailed by the District Attorney's Office, are PC 261(a)(2) for forcible rape, PC 209(b)(1) for kidnapping, and PC 243.4(a) for sexual battery.
