Austin City Council has greenlighted the latest iteration of Water Forward, setting the course for the capital of Texas to navigate its water needs for the next century. The council's adoption of the 2024 update to Austin’s Integrated Water Resource Plan, as well as revisions to the Water Conservation Plan and Drought Contingency Plan, marks a significant step towards addressing the ongoing challenges of population growth, and climate change-related droughts. "Today’s adoption allows us to advance our much-needed 100-year Water Forward strategies," Austin City Manager T.C. Broadnax expressed in a statement obtained by AustinTexas.gov.
First established in November 2018, the original Water Forward Plan laid the foundation for an integrated approach to water resource management in Austin. Building upon these earlier strategies, the updated 2024 plan integrates fresh technical analysis and modeling, as well as, community feedback. Shay Ralls Roalson, Director of Austin Water, highlighted the importance of community input, saying, "The foundation for the portfolio of strategies in this updated plan are based on input from the community we serve alongside the most recent population and climate projections that will impact the lower Colorado River and Highland Lakes system that provides Austin’s drinking water supply."
The community's role in shaping the water plan was amplified through the Austin Integrated Water Resource Planning Community Task Force, a Council-appointed body. Austin Water also leveraged expertise from the University of Texas at Austin for climate projections and sought consultant advice to evaluate its water loss program. Furthering its commitment to inclusivity, a Community Ambassador Group facilitated participation from historically underrepresented communities in the plan’s Equity and Affordability Road Map.
The revised accompanying plans, including the Water Conservation Plan and Drought Contingency Plan, support the strategies of the 2024 Water Forward Plan. New elements such as updated drought stage watering restrictions, more ambitious goals for per-person water use, and targets for reducing water loss, are poised to dovetail with the overarching strategy. "It will take everyone’s commitment to conservation, reuse, and investing in long-term supply strategies," Roalson told AustinTexas.gov, reinforcing the shared responsibility to secure the water future of Austin.
