A street takeover in North Portland, which saw drivers engaging in reckless maneuvers, was brought to a swift end on Tuesday night as Portland Police made arrests and towed vehicles involved in the unsanctioned event, as reported by Portland Police Bureau.
The disturbance began around 10:30 p.m. at the intersection of North Lombard Street and North Chautauqua Boulevard where individuals were caught drifting their cars, while onlookers gathered and fireworks were mistaken for gunshots, but a thorough check by officers confirmed there was no actual gunfire and nobody reported any injuries, the chaos ensued as police intervened to halt the dangerous activities, deploying spike strips that disabled two fleeing vehicles, and consequentially arresting 19-year-old Oscar L. Leal-Mendoza on charges including Unlawful Street Takeover and Reckless Driving.
In a chain reaction to the aggressive police action, the crowd dissipated and normal traffic flow was restored; simultaneously, further checks led to the capture of a speed demon—Nicole R. Bell—18, doing nearly 100 miles per hour on North Marine Drive, culminating in her arrest on multiple counts: Reckless Driving, Attempt to Eulude by Vehicle, and Resisting Arrest.
The police force's crackdown is part of an evolving strategy to combat the rising trend of illegal street takeovers, which pose significant risks to public safety, highlighted by the recent amendment to Directive 0630.60, Vehicle Dispositions, which now includes provisions for towing vehicles for specific infringements such as driving without a license or insurance, and directly related to unlawful street takeover events pursuant to Portland City Code, 14A.30.080, moreover the policy adjustments have been met with general public support and are in harmony with practices of neighboring law enforcement, they aim to bolster traffic security without necessarily mandating impounds, especially in circumstances that might disproportionately affect vulnerable individuals.
