A tragic incident unfolded at Cowell Ranch State Beach, where a man and an 8-year-old boy succumbed to the treacherous waters yesterday. After the State Parks lifeguards located and retrieved the two from the water, the man and child were provided immediate aid aboard a Harbor Patrol vessel.
