On Sunday afternoon, an officer from the Salt Lake City Police Department's dedicated Rio Grande Homeless Resource Center (HRC) squad made a safety-driven arrest in the downtown area. The suspect, Michael Martinez, 38, was on parole when he was caught in a restricted area that appeared to have been tampered with to gain entry. During the subsequent police check, Martinez was found in possession of various illegal substances and items linked with burglary.

According to SLCPD, the patrol officer spotted Martinez at approximately 2:45 p.m. near 400 South 500 West, within a fenced-off enclosure that had a section of its barrier cut open. The officers conducted a thorough investigation which resulted, in the discovery of drugs including marijuana, fentanyl, and paraphernalia like a spoon laced with heroin, a glass pipe, hypodermic needles, suboxone, and a shaved car key, indicative of vehicle theft tools. Martinez's record includes a parole for vehicle theft, the police said.

As stated by SLCPD, Martinez now faces a dozen new charges, encompassing the manufacture or possession of burglary tools, multiple substance possession violations, and criminal trespass. These charges add a layer to an already complex legal landscape for Martinez.

In their proactive efforts to maintain public order and safety, the SLCPD's HRC is part of a larger Community Impact Division (CID) which launched in January. Their role is to tackle issues like illegal camping, drug activities, and public nuisance crimes, that not only affect the citizens' welfare but also influence the city's overall safety perception, especially in key areas including downtown, commuter corridors, and community spaces such as the Jordan River Trail.
