Following the Utah Third District Court Judge Coral Sanchez’s ruling, the less-redacted complaint reveals that TikTok was well aware of children being sexually exploited on its platform but continued to monetize the content through its LIVE feature, despite recognitions of its age restrictions being bypassed by hundreds of thousands of minors.

The exposed elements of the investigation, codenamed "Project Meramec," convey that TikTok executives recognized the platform was not only aware of the exploitation risks but decided not to intervene, continuing to profit from the transactions, including taking up to half of the money exchanged for virtual currency on TikTok LIVE. The complaint further accuses TikTok of facilitating an ecosystem where adults were paying young users for the performance of sexualized acts in exchange for 'diamonds', which could be converted to real money, according to the Utah Attorney General’s Office.

Utah Governor Spencer Cox expressed outright indignation at the revealed business model of TikTok, stating, "Such a blatant disregard for the safety of our children on the platform, not to mention profiting from their exploitation, shocks the conscience and proves that TikTok harms children," as obtained by Utah Attorney General’s Office. Moreover, the alleged misuse of TikTok’s algorithm that favors live streams generating high virtual currency turnover, such as those involving sexual content or money laundering, places this content prominently atop user feeds, potentially luring unsuspecting children into dangerous interactions.

Aside from the sexual exploitation concerns, an additional internal investigation by TikTok, dubbed "Project Jupiter", indicates the platform's use for money laundering, drug sales, and even as a financial conduit for terrorist organizations, including ISIL. In his valedictory, Attorney General Reyes remarked on a note of resolve, "This last complaint I file as AG is symbolic of my years standing watch over this great state. We punch hard and don’t stop, no matter how powerful our opposition. We refuse to back down when our cause is just. We’re a smaller population state, but we play a big role leading on many national issues," as per the Utah Attorney General’s Office

The pursuit of incriminating information from TikTok has not been without legal skirmishes. TikTok initially resisted complying with subpoenas from the Utah Division and was found in contempt by a Utah judge. The perseverance of Margaret Woolley Busse, Executive Director of the Utah Department of Commerce, along with her team, is underscored by her statement, confirming that TikTok’s reticence was symptomatic of knowing the endangerment of children.
