His plan includes drumming up leadership and motivational seminars to inspire civic participation amongst at-risk students, fueling them to be proactive citizens and community pillars.

Barrio's trajectory is befitting of a man in charge of UTEP's international initiatives, his history includes stints in Mexico's Ministry of Foreign Affairs and active roles with Rotary International. He aims to leverage this rich background in shaping not just local standards but also cross-border educational practices. His selection was lauded by UTEP vice president and chief of staff Andrea Cortinas stating, "This prestigious recognition highlights Arturo’s unwavering commitment to fostering meaningful international partnerships and creating opportunities for our students to excel as global citizens," as obtained by UTEP.

The six-month PLS program promises to chisel Barrio's initiatives through lessons from distinguished personnel that include former presidents, officials, civic leaders, and academics. Programs of this nature are anchored in their success stories, with a 96% rise in leadership confidence and a 97% increase in commitment to social change reported by scholars. Starting Jan. 29, Barrio will embark on this transformative journey, shedding light on the challenges and engaging in potential solutions with 56 other visionaries. Truly, his participation echoes a collective effort to boost leadership dynamism in realms where it can effect the most palpable change, and therein lies the crux of this class's mission.
