In a move to reassert authority over the city's bureaucratic processes, Portland City Council members have openly expressed their intent to reclaim oversight of crucial policy decisions—specifically, those concerning Zenith Energy's land-use applications. At the heart of the controversy is a growing concern among elected representatives that they are not being presented with comprehensive information ahead of key decisions.
As reported by the City of Portland, Councilor Angelita Morillo pinpointed the opaque nature of the data being shared with the council. "Our role as elected officials is to be watchdogs on policy decisions that are coming before us," Morillo explained. "The public deserves, we deserve, to have all of the information in front of us before we make a decision on granting (a land-use credential)."
The current situation has members of the council like Morillo questioning the clarity of the evidence provided during the decision-making processes. "And right now," Morillo said, "it doesn’t feel like the evidence in front of us is very clear," as stated by the City of Portland.
