In her preceding role, Wilburn oversaw Youth Development Community Support Services, managing an impressive team of 150 staff and navigating the complexities of an operational budget. In fiscal prudence, she oversaw financial planning specifically associated with Juvenile Justice Realignment. Wilburn has been a driving force behind various departmental projects, such as Ending Girls Incarceration and the intergovernmental coordination under the Indian Child Welfare Act MOU with the Tribal Council.
