
Early in the morning on February 3, Fort Collins police responded to a distressing scene, two deceased individuals were discovered inside a storm drainage tunnel beneath College Avenue. This incident, first reported to the authorities around 3:30 a.m., uncovered a makeshift shelter where the two had been staying, according to the City of Fort Collins.
Investigators at the scene determined that the pair had sidestepped safety barriers designed to prevent such tragedies, squeezing their way into the perilous tunnel where they subsequently set up a tent. It is a grim reminder that even in places replete with public safety measures and outreach programs like the Homeless Outreach and Proactive Engagement or HOPE team, which had previously interacted with these two individuals offering them city resources we find that the vulnerability and desperation of some individuals drive them to take extreme risks for shelter, this case being a sorrowful testament to that very truth.
In a statement to the local authorities, Assistant Chief of Special Operations Kristy Volesky, who is also the overseer of the HOPE team, expressed regret over the loss and took the opportunity to discourage others from entering hazardous spaces when alternatives are available. “We are sorry for the loss of these two and urge everyone to respect these barriers, remembering that there are shelter resources available throughout the city — there is no need to risk your safety by seeking outdoor shelter in the winter elements,” Volesky conveyed, as reported by the City of Fort Collins.
Emergent recovery efforts led by the Poudre Fire Authority and HAZMAT teams, who conducted air quality assessments and a confined space operation, necessitated the closure of a section of College Ave., resulting in a four-hour traffic disruption as emergency teams worked at the scene to safely retrieve the victims. By morning commute, the thoroughfare resumed its steady hum of activity, seemingly unfazed by the night's tragic interruption if not for the lingering presence of first responders finalizing their grim task.
