This incident, first reported to the authorities around 3:30 a.m., uncovered a makeshift shelter where the two had been staying, according to the City of Fort Collins.
Investigators at the scene determined that the pair had sidestepped safety barriers designed to prevent such tragedies, squeezing their way into the perilous tunnel where they subsequently set up a tent.
