The University of Utah is stepping up its efforts to address campus violence through a collaborative approach known as the Threat Assessment & Management Partnership (TAMP). As reported by At The U, this program brings together various campus departments to identify and manage behaviors that may indicate a risk of violence.

In the words of Keith Livingston, as he is the associate director of threat assessment at the University's Department of Public Safety, "There are both risk factors and pre-attack indicators that signal someone may be on a pathway to commit targeted violence." According to At The U, these indicators often involve grievances, violent thoughts, and the view of violence as a means to make a statement. TAMP focuses on early detection and a coordinated response that engages protective factors capable of deterring potential acts of violence.

The University of Utah, being the state's flagship institution for research and healthcare, presents unique challenges in this realm. Chris Shirley, director of support services at the University of Utah Health, highlighted the dynamic nature of healthcare environments. In situations where threats are made, TAMP partners with hospital administration and other security divisions to "assess and problem-solve before these situations become a crisis," Shirley said, as per At The U.

Upon referral to TAMP, professionals from the Department of Public Safety gather information and objectively evaluate risk factors, dedicated to when conducting an assessment and delivering the right behavioral interventions, as noted by Ana Ascencio, administrative manager for TAMP. Interventions may include mental health services, family support, safety measures, or disciplinary actions. To provide early and often intervention, the Office of the Dean of Students also plays a vital role in connecting with and supporting community members displaying concerning behaviors.

Law enforcement's role within TAMP is critical, as the University Police works to monitor public safety situations and prevent potential criminal activity. Lieutenant Reuban Torres from the University of Utah Police emphasized that their work often involves cases where no crime has yet been committed. "When a situation is referred to TAMP, our team can help assess the situation, put into place physical and protective safety measures, and when necessary, elevate high-risk cases to state and federal law enforcement agencies for further analysis," Torres said, as obtained by At The U.
