A former Clackamas County corrections deputy has entered a guilty plea to a single charge of Official Misconduct in the Second Degree for an incident involving the assault of a jail inmate back in 2023. As reported by Clackamas County News, JeanaMarie K. Fisher, the ex-deputy in question, has agreed to a plea deal that includes 12 months bench probation, 40 hours of community service, and the forfeiture of her law enforcement certification. Prior charges of Official Misconduct in the First Degree and Harassment were consequently dismissed.
Fisher's guilty plea comes in the aftermath of a surveillance video that captured an event on July 27, 2023, in which she was seen assaulting an inmate. The inmate, who was asleep at the time, was rudely awakened by Fisher before being punched multiple times. According to the same county news release, the Sheriff’s Office requested an independent investigation by the Oregon State Police, following a standard review of Fisher's use of force.
The troubling incident was caught on camera in the holding cell, showing the inmate under Fisher's aggressive handling. After the inmate threw a piece of clothing that unintentionally landed on Fisher, she responded by delivering six punches to the victim's face in rapid succession. This altercation led to Fisher being placed on administrative leave as of August 3, 2023, and her eventual discharge from the Sheriff’s Office on February 7, 2025.
Fisher’s career as a jail deputy began in 2015 when she joined the Sheriff’s Office.
