A former sergeant with the Milwaukie Police Department in Oregon has been indicted on multiple counts related to child sexual abuse material, officials announced. Jon Paul Foreman, 57, was charged by a Clackamas County Grand Jury with seven counts of Encouraging Child Sex Abuse in the First Degree and two counts of Attempted Encouraging Child Sex Abuse in the First Degree, as released in a statement by the Clackamas County Sheriff's Office.

These indictments come after an investigation initiated in January 2024, sparked by a tip from the National Center for Missing & Exploited Children (NCMEC). Detectives on the Clackamas County Sheriff’s Office Child Abuse Team were able to eventually connect Foreman to the case. Following months of investigation, he was contacted in June at his home and was subsequently placed on leave by the Milwaukie Police Department to shortly thereafter launch a more focused query into his alleged activities.

The Office did not provide detailed information about the evidence that led to Foreman's indictment. However, they credited the partnership and assistance from the Portland Police Bureau and the U.S. Marshal’s Service for their help in the case.

Foreman turned himself in at the Clackamas County Jail just before 5 p.m. last Friday, where he is being held without bail.
