As reported by Portland.gov, during her shifts, Carlson typically fields around 50 calls and juggles email correspondence. The types of calls can vary greatly—anything from obtaining parking permits to checking in on tents or vehicles that might be occupied by someone without a home. "Our goal is to connect them with the right person they need to be connected to," she said, as per the City of Portland.
The success of a PDX 311 call taker like Carlson relies on a strong desire to help people, coupled with proficient problem-solving skills. In the face of uncertainty and often a community's frustration, Carlson emphasizes the importance of empathy and being an active listener in times of distress. Clarifying the distinction between emergency and non-emergency hotlines, Carlson explained to the City of Portland that "911 is for emergencies. 311 is for government services. And 211 is for community and social services, like food or shelter or basic needs or finding childcare."
