The dedicated team, led by hardworking individuals like Tiffany Carlson, stands ready to assist Portlanders with questions ranging from trash collection days to concerns about downed trees and social services. PDX 311 provides a much-needed connection between the public and government services, functioning from 7 a.m. to 8 p.m., seven days a week, minus federal holidays.
As reported by Portland.gov, during her shifts, Carlson typically fields around 50 calls and juggles email correspondence. The types of calls can vary greatly—anything from obtaining parking permits to checking in on tents or vehicles that might be occupied by someone without a home. "Our goal is to connect them with the right person they need to be connected to," she said, as per the City of Portland.
The success of a PDX 311 call taker like Carlson relies on a strong desire to help people, coupled with proficient problem-solving skills. In the face of uncertainty and often a community's frustration, Carlson emphasizes the importance of empathy and being an active listener in times of distress. "Some folks just want to be heard," she told the City of Portland, illustrating a crucial aspect of her role.
For residents who may not be comfortable communicating in English, PDX 311 is equipped with several call takers proficient in languages such as Spanish, Japanese, Chinese, Romanian, and Tagalog. The service has the ability to secure a translator for approximately 50 languages or dialects, ensuring access for a diverse community. This multilingual support is part of the inclusive ethos of the 311 service.
Clarifying the distinction between emergency and non-emergency hotlines, Carlson explained to the City of Portland that "911 is for emergencies. 311 is for government services. And 211 is for community and social services, like food or shelter or basic needs or finding childcare." And for those unsure where to turn, she affirms that PDX 311 can help point them in the right direction.
