Having encountered a scene deserted by several teens who were previously there, detectives initiated a detailed investigation spearheaded by the Major Crimes Team. A turn of events unfolded on March 27, 2025, when a fifteen-year-old youth, his identity under the protection of juvenile privacy, surrendered to authorities, according to the City of Portland.
