The onus is on improving the process, the department says, collaborating with their contracted vendor to expedite access for newly admitted individuals and replacing nonfunctional devices with haste. Yet, for families anxious to maintain contact with their incarcerated loved ones, "as efficiently and effectively as possible" offers small comfort against the uncertainty of the wait.
