The Chicago Police Department has put forth a new strategic vision aimed at transforming the force and fostering a more robust connection with the community it serves, a move that may signal a shift toward modernizing law enforcement tactics within the city. Officially titled the Strategy for Organizational Excellence, the plan was made public by the department as a roadmap intended to guide the force over the next three years. It identifies key strategies that focus on workforce development, community trust, neighborhood safety, and organizational infrastructure, as per a press release from CPD.
CPD Superintendent Larry Snelling provided insights, stating, "The initiatives outlined within the plan not only address immediate challenges but also lay the groundwork for a sustainable future,” and emphasizing that these foundations should ensure the department's success. The plan already has seen progress in several areas, including crime victim support, partnerships expansion, plus the enhancement of training and technology which is setting expectations on how CPD plans to move forward and address the needs of both the force and the community of Chicago, and CPD appears committed to fulfilling these strategic goals.
Delving into the key areas, the department's plan is centered around four foundational pillars. The workforce focus is on efforts to build, support, and develop police personnel through various initiatives. Community trust is being sought through equity and engagement, as well as education and awareness campaigns. With neighborhood safety, the department plans to leverage equitable police services, forge new partnerships, and push forward with technology and innovation that might help curb crime rates. Lastly, organizational infrastructure aims to solidify training and skills within the force, cultivate a culture geared towards sustainability, and reinforce management competencies.
