"We call it cowboy rules, they built however they wanted, whatever they wanted," said Joe Simpson, Ogden City’s Assistant Planning Director, as obtained by Ogden City. "We run a very efficient meeting because you’ve got a lot of people there, especially the fire marshal and building official," Simpson explained, as per Ogden City.
