The investigation began in January 2022, following a report to the FBI's National Threat Operations Center by a concerned parent in Portland. Their child had been coerced into sending sexually explicit content by an Instagram user later identified as Cook. Adding to the chilling nature of these findings, Cook used threats of distributing the images to manipulate the child into producing more material. A second child victim in Portland was revealed during interviews conducted by federal agents, as noted by the U.S. Attorney's Office for the District of Oregon.

Cook's predatory strategy involved the creation of "sugar daddy" personas, which he used to offer money to entice children into sending him explicit photos. Once victims sent images, Cook would escalate his demands and threaten exposure if they attempted to retract from the arrangement. When Cook was arrested on May 11, 2022, he eventually confessed to these crimes. Investigators discovered on his phone explicit images of minors and adults, evidencing a broader pattern of exploitation.

Following his guilty plea on September 4, 2024, to three counts of enticing a minor and one count of possessing child pornography, Cook faced the legal repercussions of a dark trade that spans invisibly through wires and screens, yet leaves scars that are all too tangible. The Child Exploitation Task Force (CETF) of the FBI Portland conducted the investigation, with Assistant U.S. Attorney Mira Chernick leading the prosecution, as per a statement from the U.S. Attorney's Office.
