During a Senate Armed Services Committee hearing, Arizona Senator Mark Kelly secured a pledge from Lieutenant General John Dan "Razin" Caine, the nominee for Chairman of the Joint Chiefs of Staff, to remain steadfast to the Constitution amid political pressures and to spearhead innovation in the defense sector. As reported by Kelly's official Senate website, Kelly grilled the nominee on his dedication to constitutional principles in light of current investigations plaguing the former Chairman, General Mark Milley. Caine, with 34 years of service, confirmed his allegiance lies with the Constitution.
"Senator, as I have for thirty-four years, it’s to the Constitution," General Caine told Senator Kelly, who underscored the importance of holding to constitutional commitments over career longevity. Kelly, noted for his military background and current role as co-chair of the Senate Defense Modernization Caucus, also emphasized the critical need to modernize the Department of Defense's slow acquisition process. Especially, Kelly pointed to China's rapid innovation as a benchmark the U.S. must strive to surpass.
"Our system is too slow, and it can’t modernize at the pace of China," said Kelly during the hearing. Considering the challenges posed in the Western Pacific, Kelly advocated for innovative solutions to logistical problems, including the Ships for America Act, which he intends to reintroduce. This legislation aims to strengthen the commercial shipping base, subsequently augmenting the military's sealift capacity. General Caine, poised to recommend future strategies to the Secretary of Defense and the President, acknowledged the complexity of such issues and agreed to further study the matter if confirmed.
"Well, Senator, we’ve got to have everyone weighing in—small businesses, new entrants and even the primes," Caine explained, highlighting the role multiple players have in bringing new technologies to the armed forces. He expressed his commitment to leveraging smaller, innovative companies to maintain the military's edge through rapid technology acquisition. Kelly's Defense Modernization Caucus focuses on integrating emerging technologies and staying ahead of threats through a refreshed ecosystem that encourages risk from these smaller entities.
