
The Overdose Death Task Force (ODTF) made a significant arrest connected to a 2022 fatal overdose case, according to information shared by the Indianapolis Metropolitan Police Department (IMPD) via social media. On the tragic day of July 24, 2022, Lawrence Police Department (LPD) officers responded to a call on the 7300 block of Campfire Run to find Tyler Rugg, a 27-year-old man, unresponsive. Despite efforts by the Lawrence Fire Department medics, Rugg was pronounced dead at the scene. The ODTF, having been informed of the case in April 2025, moved swiftly to identify and arrest the suspect yesterday, for allegedly providing the lethal substances.
In a post by IMPD News, the detectives were alerted to the case through recent coverage of ODTF's dedication to addressing overdose-related deaths. Within one month of taking over the investigation, a warrant for the suspect's arrest was issued for dealing in a controlled substance resulting in death. The nature of the charge is that of a Level 1 felony, and the suspect was detained as per the outstanding warrant. It is important to note that an arrest and a charge are only accusations, and the suspect has the presumption of innocence, pending the outcome of legal proceedings.
This latest arrest is the third one in 2025 by the ODTF, a team established in March 2024 with the aim to dive deep into the opioid crisis in Marion County. The task force's operations are built on a collaborative effort involving diverse agencies, including the IMPD, the DEA, Indiana State Police, National Guard CDP, the U.S. Marshals Service along with the Marion County Coroner's Office (MCCO), and Marion County Prosecutor's Office (MCPO) to investigate fatal overdoses, target offenders, and foster prevention through heightened community awareness.
