During the exercise, nearly 50 tons of debris, which realistically mimicked fallen trees and trash, added urgency to the teams' response. Crews worked diligently to clear a stretch of Ponce De Leon Avenue, which had been deliberately littered with yard waste, abandoned vehicles, simulated power lines, creating a challenging "hazardous waste" zone. Assistant Fire Chief Brent Bloomfield, who also serves as chief of the City's Emergency Operations Office, highlighted the challenge of post-storm assessment to the City, stating, "The hardest part is once the storm clears going out and seeing what the damage actually is," as noted by the city's website.

Moreover, the exercise included various "residents" who demanded help, simulating emotional distress and impatience that first responders often face in real crises. This added a layer of complexity to the operation, forcing crews to prioritize life-saving efforts and property preservation.

Impartial observers were part of the drill to provide a fair assessment of the response. Among them were officials attending the Governor's Hurricane Conference. The feedback they provide aims to further improve the city's emergency protocols. “Our first mission is to help the citizens and life safety. Life safety is always number one, helping the citizens and property conservation comes in after that,” Brent Bloomfield told the City of West Palm Beach.
