
A Clermont County man has been hit with a slew of charges involving sexual abuse of a young girl, according to several news reports. James R. Blair, 40, of Jackson Township faces an indictment with 44 counts that span from rape to the illegal use of a minor in nudity-oriented material. LOCAL12 specifies that the abuse began in 2018 when the victim was just 7 years old.
The Clermont County Prosecutor's Office, led by Mark Tekulve, alleges that Blair employed grooming tactics to establish a trusting rapport with his young victim. In her teenage years, the abuse exacerbated, which included Blair raping her, according to WLWT. Allegations suggest ties between the accused and his victim have been established over the years, flowing in a current of predatory behavior that prosecutors are currently investigating.
Extensive charges against Blair include 16 counts of child rape, with 5 of these charges carrying a potential 25 years to life in prison sentence, and additional counts covering sexual battery and endangerment. Accusations also involve Blair providing the victim, at age 11, with alcohol and marijuana to coerce compliance for creating and sending him explicit materials, as detailed by WCPO.
Tekulve stated, "My office is dedicated to protecting the victim in this case, getting her justice and working to ensure that Blair is punished for what he put this child through," shedding light on the gravity of the situation. According to WLWT, the illegal content discovered on Blair's cellphone, which is described as "homemade", could suggest the presence of additional victims. Investigators found material involving other children besides the current victim.
