In a coordinated law enforcement effort to suppress the solicitation of prostitution in Holyoke, three men were arrested this past Monday, June 9th. The sting, which involved multiple agencies including the Holyoke Police Detective Bureau and the Massachusetts State Police, was intended to address not only the crime of solicitation but also the broader quality of life issues affecting the city. According to the social media post from the Holyoke Police Department, undercover officers acted as prostitutes to ensnare potential "Johns."
The operation led to the arrest of 53-year-old Luis Lopez-Rodriguez of Chicopee, who, around 12:30 p.m., drove into a monitored area and allegedly offered cash for a sexual act to an undercover officer. Similarly, 52-year old Rufus Rushins of Chicopee was apprehended after reportedly engaging in the same behavior around 2:30 p.m. Both men were charged with Sexual Conduct for a Fee. Meanwhile, 80-year-old Kazem Rahmani of Amherst was arrested around 4:55 p.m., also on charges of Sexual Conduct for a Fee, after offering money for sexual services to another undercover law enforcement officer, signifying how efforts to dissuade such activities are ongoing and indiscriminate of age.
Holyoke Police Chief Brian Keenan outlined the collaboration among local and state law enforcement units, including the Holyoke Police Narcotics/Vice Unit, the MSP Gang Unit West, and the Hampden County Sheriff’s Department. These joint efforts underscore a strategic initiative to proactively target the demand side of commercial sexual exploitation, thereby looking to reduce its prevalence within the community. Luis Lopez-Rodriguez was apprehended on Elm Street near Cabot Street, while Rufus Rushins was stopped near the intersection of Appleton and Chestnut Streets. Kazem Rahmani found himself under arrest near the intersection of Beech and Suffolk Streets.
